The pace bowler has secured over 300 dismissals in 71 appearances with an impressive average.
Australia's chair of selectors Bailey has stated that skipper Cummins will play a "major part" in the upcoming historic rivalry.
Speculation had been growing that the veteran bowler might sit out due to a stress fracture in his back that had not yet healed.
Initial reports from the squad suggested no final decision had been made regarding whether he would play, with the five-Test series set to start on the 21st of November in the WACA.
He revealed that his recovery is on track and was "optimistic" about his chances of being involved.
"We know that the window is narrowing and multiple considerations at play, not only the back issue, but other factors as well," Bailey remarked.
"We're encouraged. [We are] really confident that he'll participate in a major part. Hopefully from the opening match. Should that not happen, then we'll pick it up."
Previous Setbacks
Cummins was ruled out the white-ball matches against both Asian and Trans-Tasman rivals in the previous weeks after examinations confirmed a lower back issue.
He has a history of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of multiple domestic campaigns in a short span.
Cummins stated he would be ""aggressive" and "take risks" in his rehabilitation process to ensure his availability for the Ashes.
He mentioned that there was no confirmation if he had started his bowling workouts as part of his recovery but conceded it was "getting tight" for him to be fit for the initial match.
Backup Options
In case of absence, former captain Steve Smith will take over the captaincy.
The talented all-rounder was withdrawn recently from Australia's squad for their limited-overs matches against India as a preventive step because of discomfort in his torso.
Bailey described it as a "slight concern and stated that he'll feature in the Sheffield Shield, so will be "ideally positioned to be ready to bowl."
"We put so much time has gone into developing the strategy for him to participate for the opening match as an batting and bowling option," the selector detailed.
"His involvement was limited to the first two ODIs regardless. His aggressive style the willow in shorter formats, even if it just sets him back for 24 more hours, we just made the decision to approach this more conservatively."
